Good point, it is good for a select group of developers and lobbyist. The problem is when you put this bill into perspective with SB 3, the Kinney County Ground Water District being disolved, and some other bills being fought. When you do that, the bill only helps people not from Texas, Corporations, and individuals that have large plots of land with massive amounts of water. All in all, great post, horrid bill.
